Summary

Provides that civilian employees paid from nonappropriated funds to conduct off-duty special services recreation and morale programs of arts and crafts, drama and music, library service, sports and recreation (service clubs, youth activities, and outdoor recreation) for the constructive development, relaxation, and mental and physical improvement of personnel of the Armed Forces may be permitted to include such employment as creditable service for the purposes of the civil service retirement system.
