Summary

Directs Federal agencies to disclose to the Comptroller General the terms of any settlement agreement with respect to a withdrawn bid protest. Amends the Federal Property and Administrative Services Act of 1949 to: (1) require proposal preparation or protest costs awarded by the General Services Board of Contract Appeals to be paid out of agency funds for the procurement of property and services; and (2) require Federal agencies to disclose to the Board the terms of any settlement agreement with respect to a bid protest filed with the Board.
