Summary
Rural Homeownership and Utilities Improvement Act of 1992 - Amends the Farm Credit Act of 1971, for certain rural housing finance and secondary mortgage market purposes, to increase: (1) the percentage of outstanding loans that a Farm Credit Bank may have to persons other than farmers or ranchers; and (2) the population size for a rural area city or village. Amends the Consolidated Farm and Rural Development Act to permit water and waste facility loans and grants to individuals for connections to installations within a residence.
