Summary

Protecting Our Children Comes First Act of 2002 - Amends the Missing Children's Assistance Act to reauthorize and increase funding for the National Center for Missing and Exploited Children. Amends the Federal criminal code to authorize officers and agents of the Secret Service, at the request of any State or local law enforcement agency or the Center, to provide forensic and investigative assistance in support of any investigation involving missing or exploited children. Includes among the purposes of grants under the Act coordinating the operation of a Cyber-Tipline to provide on-line users an effective means of reporting Internet-related child sexual exploitation in the areas of distribution of child pornography, on-line enticement of children for sexual acts, and child prostitution. Amends the Victims of Child Abuse Act of 1990 to: (1) make the reporting requirement for persons obtaining knowledge of a violation of child pornography provisions applicable to obtaining such knowledge from a non-governmental source; and (2) authorize the Center to forward any such report to an appropriate official or subdivision of a State for the purpose of enforcing State criminal law. Authorizes a person or entity providing an electronic communication or remote computing service to the public to divulge the contents of a communication to the Center in connection with such a report.
