Summary
International Year of the Child Act - Directs the President to establish a National Commission on the International Year of the Child to promote (1) the effective and significant observance in the United States of 1979 as the international year of the child with particular attention to the various aspects of the needs of children, and (2) cooperation by the United States with the United Nations Children's Fund and other international organizations and nations to achieve the objectives of the Year. Authorizes the Commission to conduct studies and establish subcommittees necessary to carry out the purposes of this Act. Grants certain powers to the Commission. Terminates the Commission 30 days after the submission of its final report to the President, or April 30, 1980, whichever occurs earliest. Authorizes the appropriation of $1,360,000 to carry out the provisions of this Act.
