Summary

National Commission on a Balanced Budget Act - Establishes the Commission on a Balanced Budget to make a full and complete investigation and study of the imbalance in the Federal budget between total receipts and total outlays. States that the sole objective of the Commission shall be to prepare, propose, and recommend to Congress a constitutional amendment to insure a balanced Federal budget. Terminates the Commission six months after it submits its final report, including its findings and a recommended constitutional amendment, to Congress.
