Summary
Small Manufacturers Modernization Act of 1992 - Amends Federal law to establish within the National Institute of Standards and Technology a Governor's Manufacturing Extension Program to support State efforts to: (1) assist small manufacturers, including manufacturers in rural areas, obtain technology; and (2) assist small defense manufacturers to convert to nondefense production. Authorizes appropriations.
