Summary

Directs the Secretary of Agriculture to pay an amount determined by a certain formula to any producer who is prevented in the 1978 or any subsequent crop year from planting any portion of the farm acreage allotted to a specified commodity (wheat, feed grains, cotton or soybeans), or who can harvest in such year no more than two-thirds of the farm acreage allotment for a specified commodity, because of drought, flood or other natural disaster or condition beyond the control of the producer.
