Summary
Joint Committee on National Growth and Development Policy Act - Establishes a Joint Committee on National Growth and Development Policy, to be composed of 22 members. Makes it the duty of the joint committee: (1) to make a continuing study of matters relating to the biennial report on uses of land and problems of land use required under the Land Use Policy Planning Act and the biennial report on urban growth as required by the Urban Growth and New Community Development Act of 1970; (2) to study means of coordinating programs in order to further the policy of this Act and the Urban Growth and New Community Development Act; (3) to act as a guide to the several committees of the Congress dealing with legislation affecting land use, national development and growth, and the conservation of our natural resources, by annually submitting a report on policies, programs, and actions of the Federal executive agencies, States, regional, and local governments that have had and will have a significant impact on land use, national development and growth, and the conservation of our natural resources; (4) to provide continuing oversight on behalf of the Congress for all federal and federally financed programs which have significant impact on land use and national development and growth, and the conservation of our natural resources; and (5) to conduct special studies to assist the standing committees of the Congress. Directs the Council on Environmental Quality, and the Domestic Council to report to the joint committee each year on the extent to which the policies, programs, and actions of the executive departments, independent agencies, and commissions have been coordinated and harmonized toward the development of a comprehensive policy to guide land use, national development and growth, and the conservation of our national resources. Enumerates the administrative powers of the Committee.
