Summary
Authorizes the Secretary of the Interior to construct and operate the Carlton Division of the Willamette River irrigation project in Oregon. Stipulates that, for an initial ten-year period from the date of enactment, no water shall be used for irrigation of agricultural lands where the total supply of the crop produced exceeds prescribed limitations. Authorizes the appropriation of $37,750,000 for the cost of construction for such project. Authorizes the appropriation of such sums as may be necessary for the operation and maintenance of the project.
