Amends the Mutual Educational and Cultural Exchange Act of 1961 to modify the rate of compensation for services on the Board of Foreign Scholarships, the United States Advisory Commission on International Education and Cultural Affairs, and the Advisory Committee on the Arts, or other committees from $50 per diem to rates not in excess of the rate specified for GS 18 of the General Schedule.
