A bill to require Federal departments, agencies, and instrumentalities to separate certain solid waste for recycling purposes.

Summary

Amends the Solid Waste Disposal Act to direct the Administrator of General Services to: (1) establish, and periodically modify, a program requiring each Federal department, agency, or instrumentality to separate and collect solid waste (including high-grade paper, newspapers, aluminum, bottles, and containers) for recycling; (2) establish and implement a system for monitoring and enforcing the provisions of this Act; and (3) report periodically to the Congress as to the extent of compliance for the preceding 12-month period. Authorizes any such entity to retain any moneys received from the sale of such waste for use in carrying out its functions. Authorizes appropriations.
