Summary
Limits the applicability of the current statute providing a Federal cause of action for the deprivation of a person's civil rights to the violation of laws which provide for the equal rights of citizens. States that damages shall not be awarded against any government entity if the court finds that the officials involved were acting in good faith. Requires the exhaustion of all administrative and judicial remedies before Federal jurisdiction may be granted.
