Summary

Modifies the Red River Waterway navigation and bank stabilization project in Arkansas, Louisiana, Oklahoma, and Texas to stipulate that non-Federal interests shall contribute 25 percent of the costs of construction. Authorizes the Secretary of the Army to waive such requirement upon a finding by the Administrator of the Environmental Protection Agency that applicable environmental requirements are satisfied.
