Summary
Religious Freedom Restoration Act of 1990 - Prohibits Federal, State, and local governments, and any person acting under color of law, from restricting any person's free exercise of religion unless: (1) the restriction is in the form of a rule of general applicability that does not intentionally discriminate against religion or among religions; and (2) the government demonstrates that application of the restriction to a person is essential to furthering a compelling governmental interest and the least restrictive means of doing so. Authorizes a party aggrieved by a violation of such prohibition to obtain relief, including attorney fees, in a civil action.
