Amends the Harmonized Tariff Schedule of the United States to provide a separate tariff classification for the duty on herbal liqueurs containing the following natural flavoring substances or natural adjuvants: rhubarb root, camomile blossom, cloves, myrrh resin, and star aniseed in containers each holding not over four liters or holding over four liters.
