Retired Coal Miners Health Benefit Security Act - Amends Subchapter B (Combined Benefit Fund) of Subtitle J (Coal Industry Health Benefits) the Internal Revenue Code to authorize appropriations from the Treasury to the United Mine Workers of America Combined Benefit Fund for FY 2001 for the payment of benefits. Provides that a specified amount shall be used to provide specified coal industry operator relief. Requires a report.
