Summary
Amends the Truth in Lending Act to eliminate the minimum recovery and to raise the maximum recovery to $10,000 for the civil penalty for violations of such Act. Revises the criteria for awarding attorney's fees in individual and class action punitive damages cases. Provides for an award of attorney's fees to the defendant in case of frivolous or harrassing suits.
