Juvenile Delinquency Prevention Counseling Act - Amends the Juvenile Justice Delinquency Prevention Act of 1974 to authorize the Administrator of the Law Enforcement Assistance Administration to make grants to State educational agencies to assist them in developing educational programs and alternative schooling practices and providing counseling, including family counseling, and related services in the context of a State effort of prevention and treatment of delinquent behavior.
