Amtrak Wastebuster and Reform Act of 1992 - Declares that Federal subsidies to the National Railroad Passenger Corporation (Amtrak) shall be reduced by not less than $2.5 billion over the next five years. Amends the Rail Passenger Service Act to require Amtrak to discontinue rail service on unprofitable routes.
