Summary
Amends the Regulatory Flexibility Act to provide for: (1) judicial review of certain administrative certification decisions; and (2) regulatory flexibility analysis of Internal Revenue Service rules. Defines "impact" to mean the effects of a proposed or final rule which an agency can anticipate at the time of publication and includes the effects imposed by such rule.
