Summary
Prohibits the waiver by joint agreement of the majority leader and the minority leader of the Senate of the requirement that committee reports be available to Members of the Senate for at least three calendar days before consideration of the measure in the Senate, and that hearings on such measure be available for distribution prior to its consideration. (Amends 2 U.S.C. 190a(f))
