Summary
Removes native asphalt, solid and semisolid bitumen, and bituminous rock from the provisions of the Mineral Leasing Act which restrict disposition of the benefits of such deposits to specified citizens and corporations of the United States. Provides for the leasing of lands which are known to contain native asphalt, solid or semisolid bitumen, or bituminous rock under specified circumstances.
