Summary

Amends the Tennessee Valley Authority Act of 1933 to: (1) limit the authorization of appropriations to the period ending in FY 2000; and (2) prohibit appropriations for the Tennessee Valley Authority Environmental Research Center for FY 2000. Instructs the Director of the Office of Management and Budget to develop and submit to the Congress a plan that: (1) provides for the Center to make a transition to nonappropriated funds by FY 2000; and (2) recommends appropriate legislation to carry out the objectives of such Act.
