Summary
Amends the Presidential Election Campaign Fund Act to include as a qualified campaign expense an expense which includes the cost of media advertising only to the extent to which the eligible candidate presents his own program, opinion, and qualifications. Provides that the expenses defrayed under such Act shall not include the cost of media advertising other than advertising in which the eligible candidate presents his own program, opinions, and qualifications.
