Summary
Establishes a temporary National Commission on Alien Labor to study and investigate the use of alien agricultural labor in the United States, including consideration of the effect of Federal and State law on immigration and use of such labor and to make recommendations on how such laws might be altered to insure the efficient use of existing labor markets and harvesting of crops not now harvested as a result of any labor shortages. Terminates the Commission 6 months after its final report to the President and the Congress. Prescribes the commission's membership and empowers it to hold hearings, administer oaths, and issue subpenas. Establsihes a fine and/or imprisonment for persons who refuse to testify or produce evidence in response to a subpena. Authorizes the appropriation to the Commission of necessary sums.
