Summary
Modifies the project for flood protection and other purposes on Willow Creek, Oregon, as authorized by the Flood Control Act of 1965 to provide for reformulation and construction of the project for purposes of flood control, recreation, fish and wildlife, and future irrigation use in accordance with reclamation law of costs allocated to irrigation. Authorizes advance participation with the city of Heppner, Oregon, in the design and construction of those elements of the city's water supply system which must be relocated as a result of project construction. States that the discount rate applicable to the project prior to enactment of this Act shall remain in effect for purposes of cost-benefit analyses.
