Summary

Urban Public Transportation Assistance Act - Defines the term "urbanized area" under the provisions of the Urban Mass Transportation Act of 1964. Defines such term as meaning an area so designated by the Bureau of the Census, within boundaries which shall be fixed by responsible State and local officials in cooperation with each other, subject to approval by the Secretary, which shall at a minimum, in the case of any such area, encompass the entire urbanized area within the State as designated by the Bureau of the Census, and which has a population of at least fifty thousand. Provides that, in approving the plans, specification and estimates for any proposed project under the Urban Mass Transportation Act of 1964, the Secretary of Transportation shall assure that possible adverse economic, social, and environmental effects relating to the proposed project have been fully considered in developing the project, and that the final decisions on the project are made in the best overall public interest, taking into consideration the need for fast, safe, and efficient transportation, public services, and conservation of environment and natural resources, and the costs of eliminating or minimizing any such adverse effects, including: (1) air, noise, and water pollution; (2) destruction or disruption of man-made and natural resources, esthetic values, community cohesion, and the availability of public facilities and services; (3) adverse employment effects, and tax and property value losses; (4) injurious displacement of people, businesses, and farms; and (5) disruption of desirable community and regional growth. Increases the basic assistance authority under the Urban Mass Transportation Act of 1964.
