Requires that Army and Navy Department contracts for purchases of clothing, subsistence, forage, fuel, quarters, transportation, or medical and hospital supplies annually be authorized by law or made under an adequate appropriation. Removes the requirements that the Secretary of Defense report immediately and quarterly the extent of such contracts and purchases.
