Summary
Livestock Procedure and Consumer Protection Act - Authorizes the Secretary of Agriculture to guarantee loans for the financing of livestock operations when the applicant's usual credit source becomes unavailable without the guarantee provided by this Act. Allows the Secretary to prescribe the terms and security for such loan guarantees. Provides that loan guarantees under this Act may not exceed $3,000,000,000 at any one time.
