Declares, for purposes of the Commercial Fisheries Research and Development Act of 1964, that the commercial salmon fishery of the Bristol Bay area of Alaska is determined to be undergoing a commercial fishery failure. Directs the Secretary of Commerce to exercise his authority under such Act to restore such fishery.
