Summary
Permits the award of attorney fees to any Federal employee who prevails in (1) a civil action or appeal brought against the United States, a Federal agency, or an individual acting as an officer of the United States which involves any matter with respect to any right or entitlement of such employee under Federal law, or (2) an administrative determination or appeal finding that such employee has undergone an unwarranted personnel action that resulted in the withdrawl or reduction of compensation.
