Summary
Prohibits the Administrator of the Environmental Protection Agency, during the two-year period beginning on this Act's enactment date, from taking an enforcement action (including the withholding of certain grants, the promulgation of a Federal implementation plan, or the imposition of specified sanctions) with respect to areas classified as Marginal or Moderate ozone nonattainment areas under the Clean Air Act. Prohibits, during such period, specified adverse actions against States by the Administrator or the Administrator of the Federal Highway Administration with respect to failures of enhanced vehicle inspection and maintenance programs in Serious ozone nonattainment areas.
