Summary
Denies pretrial release to persons charged with specified violent crimes if the judicial officer has reason to believe such persons may flee or pose a danger to the community or to any other person. Requires that persons convicted of specified offenses relating to burglary, murder, manslaughter, and heroin trafficking, if they are found to be repeat offenders, be sentenced to imprisonment for a term not less than twice the amount given as the mandatory minimum for such offense. Requires, when a defendant is convicted of an offense punishable by death, that a sentencing hearing be held in accordance with the provisions of this Act. Requires that the judge determine the existence or non-existance of specified mitigating and aggravating factors. Subjects persons guilty of first degree murder or specified other crimes where death results to life imprisonment or the death penalty. Makes such death sentences subject to review by the court of appeals upon appeal by the defendant. Requires such courts to state in writing the reasons for their decisions in such cases.
