Summary
Amends the National Housing Act to extend until June 30, 1977, the moratorium on conversion of savings and loan associations and mutual savings banks from the mutual to the stock form of organization. Permits such conversion only in those states where 95 percent or more of the insured institutions are federally chartered institutions. Directs the Federal Deposit Insurance Corporation to develop and propose to Congress appropriate regulatory procedures and safeguards for carrying out such conversions prior to June 30, 1977.
