Summary
Amends the Communications Act of 1934 to direct the Federal Communications Commission to regulate the rates, terms, and conditions for pole attachments (any attachment for wire communication on a pole, duct, conduit or other right-of-way owned or controlled by a utility not owned by a State or the Federal Government or cooperatively organized). Permits the Commission to exempt from its regulation such attachment rates, terms, and conditions regulated by a State if the State applies for such exemption.
