Summary

Coal Pipeline Act - Authorizes the Secretary of the Interior or appropriate agency heads to grant rights-of-way through Federal lands for construction of coal pipelines. Allows the acquisition by carriers of such pipeline rights-of-way through the use of the power of eniment domain when such land cannot be acquired through negotiations and when such carrier holds a certificate of public convenience and necessity from the Federal Power Commission. Requires the Commission, in deciding whether to issue such certificates, to consider the extent to which a pipeline project would meet national coal needs and would disrupt the environment. Disallows a carrier that is granted the power of eminent domain from transporting coal mined by it or under its authority or which it may own in whole or in part. Prohibits the Commission from issuing certificates under this Act unless it has been advised by the Attorney General and the Federal Trade Commission that issuance would not adversely affect competition or restrain trade. Provides for a $5000-per-day penalty for carriers in violation of this Act. Subjects coal pipelines to the provisions of part I of the Interstate Commerce Act.
