Summary
Fisheries Manpower Education Act - Expresses the findings of Congress and declares it to be the purpose of this Act to undertake a pilot program to promote the interest of youth in careers in the fishing industry and to develop improved educational opportunities for such youth. Defines the terms used in this Act. Directs the Secretary of Commerce: (1) to establish a Fisheries Manpower Development Office; (2) to develop an elementary and secondary school program in coastal States to acquaint youths with the Nation's commercial fishing industry; (3) to make information available to State educational agencies; and (4) to make grants for educational promotion in coastal States. Authorizes the Secretary to enter into contracts with vocational schools, community colleges, or private vocational training institutions for: (1) pilot projects in fishery careers for sixteen - to twenty-year-old youths; and (2) pilot projects for working fishermen to acquire additional skills. Sets forth the conditions of such contracts. Provides for the awarding of scholarships for graduate and undergraduate fisheries studies. Establishes an Advisory Council on Fisheries Manpower Education to make recommendations to the Secretary relative to the carrying out of this Act. Authorizes to be appropriated such sums as necessary to carry out the provisions of this Act not to exceed three years from the date of enactment.
