Summary

Amends the Public Health Service Act to establish the position of Associate Director for Special Populations in the National Institute on Alcohol Abuse and Alcoholism and in the National Institute on Drug Abuse. Requires such Associate Directors to develop and coordinate prevention, treatment, research, and administrative policies and programs concerning the needs of women and minorities for the prevention and treatment of alcoholism, alcohol abuse, drug abuse, and related problems.
