Summary

Amends federal transportation law to require that all commercial passenger aircraft be equipped with not less than one hardened, blast-resistant cargo container. Requires the Secretary of Homeland Security to distribute sufficient blast-resistant cargo containers to air carriers within 90 days after the completion of the Hardened Container Pilot Program.
