Summary

Agricultural Export Recovery Act of 1983 - Establishes within the Commodity Credit Corporation (CCC) an Agricultural Export Sales Revolving Fund which shall be available to promote agricultural commodity exports. Makes available, and credits, to the Fund an amount equal to the total amount of payments made to producers, or projected to be made to producers, under the land diversion programs for the 1983 crops of wheat, feed grains, upland cotton, and rice. Authorizes the Secretary of Agriculture to make commodities owned by the CCC available for export to encourage increased commercial exports of agricultural commodities.
