Summary
Empowers the Secretary of Agriculture to include in the provisions for amortization of road costs in contracts for the sale of national forest timber the right of the purchaser to transfer earned but unused purchaser credits to other contracts on the same national forest, except that such purchaser credits shall not be transferrable when the difference between the timber value at base rates and bid rates is less than the estimated costs of such road construction.
