Summary
Antitrust Remedies Improvements Act of 1991 - Amends the Clayton Act to limit treble damage recovery to those situations in which persons, including the United States, have been overcharged or underpaid by reason of a violation of the Sherman Act. Requires the court to award court costs, including a reasonable attorney's fee, to a substantially prevailing defendant upon a finding that the plaintiff's conduct was frivolous, unreasonable, without foundation, or in bad faith.
