Summary
Amends the Magnuson Fishery Conservation and Management Act to authorize the Secretary of Commerce, under specified procedures for negotiated rulemaking, to prepare a fishery management plan or amendment with respect to any fishery and issue proposed regulations to carry out such plan or amendment. Requires that any such plan or amendment be prepared: (1) in accordance with national standards and applicable law; and (2) in consultation with the Secretary of State with respect to foreign fishing and with the Secretary of the department in which the Coast Guard is operating regarding enforcement at sea.
