Summary
Directs the Secretary of Commerce, in order to establish conservation and management measures for the New England ground fish fishery, to commence, in accordance with this Act and the Magnuson Fishery Conservation and Management Act: (1) the preparation of a fishery management plan or an amendment to an existing fishery management plan; and (2) the issuance of proposed regulations to implement the plan or amendment. Requires the Secretary, in preparing a fishery management plan or amendment and in issuing proposed regulations, to comply with procedural requirements for negotiated rulemaking, with exceptions. Directs the Secretary to establish a negotiated rulemaking committee and publish a notice. Lists provisions that are inapplicable. Permits the Secretary to submit a fishery management plan or amendment and proposed regulations on which a negotiated rulemaking committee reaches a consensus to the New England Fishery Management Council for consideration and comment.
