A bill to modify the certification requirements relating to El Salvador contained in the International Security and Development Cooperation Act of 1981.

Summary

Amends the International Security and Development Cooperation Act of 1981 to allow the President to make the fourth and subsequent certifications to Congress which are required for continuing aid to El Salvador only if the certification takes into account the violence, intimidations, and lawlessness of the terrorist guerrillas in El Salvador, including their attempts to: (1) overthrow the Government of El Salvador; (2) terrorize the rural populations; (3) destroy the economy; (4) deprive the working population of their livelihood; and (5) conduct terrorist operations that elicit violent responses by the Government of El Salvador. Directs the President in determining the human rights record of El Salvador's Government to take into account the human rights violations of the terrorists forces.
