Summary
Appropriates a specified amount to the Federal Emergency Management Agency to carry out an emergency food and shelter program through private organizations. Directs that: (1) such Agency transfer its funds to the United Way of America within 30 days; and (2) the United Way to form a special fund distribution board. Directs the Commodity Credit Corporation to cooperate with the Agency. Requires the board to report to the Agency and in turn to the appropriate congressional committees.
