Amends Federal law which provides for the deferral of the Vermejo Conservancy District's repayment obligation regarding facilities constructed by the Bureau of Reclamation for the Vermejo Reclamation Project, New Mexico, and transfers certain such facilities to the Vermejo Conservancy District (thus allowing the transfer of the Lake 13 project facility to the District).
