Amends the Higher Education Act of 1965 to declare that nothing in such Act or any other Act shall be construed to prohibit any eligible institution, including an institution of higher education, from awarding or administering minority scholarships or other scholarships or awards designed to promote diversity or remedy the effects of past discrimination, regardless of the source of funding.
