Summary
Transportation Improvement Act of 1983 - Title I : Ownership and Control - Amends the Interstate Commerce Act to remove restrictions on intermodal ownership (ownership and control of different types of common carriers). Title II: National Transportation Commission - National Transportation Commission Organization Act of 1983 - Establishes the National Transportation Commission and transfers to it all functions of the Interstate Commerce Commission, the Federal Maritime Commission, and the Civil Aeronautics Board. Declares that on January 1, 1985, the latter entities shall cease to exist.
